She was born on 13 January 1961 in the New York City borough of Manhattan to a wealthy family. Her parents divorced after a year of her birth. After one year of Julia’s birth, her parents divorced, and she lived with her mother. Both moved to Washington DC, where her mother married L Thompson Bowles, the dean of George Washington University, in 1965. As a part of her step-father’s Project, she had to travel to several states and countries throughout her childhood. She also has a step-sister Lauren Bowles, who is also an actor.

She completed her schooling at the all-girls Holton Arms School in Bethesda, Maryland, in 1979. She then came to Northwestern University, Evanston, Illinois, to study drama and theatre. However, she dropped out of the University at 21 when she got the role on Saturday Night Live. In 2007, she received an honorary doctor of art degree from the University.
