The central government has implemented a central sector scheme, “Pradhan Mantri Kisan Samman Nidhi (PM-KISAN),” to provide income support to all the landholding farmer families having cultivable land in the country.

What is PM Kisan?

PM Kisan Samman Nidhi (PM Kisan Yojna), launched by India’s Prime Minister Narendra Modi, came into effect on December 1, 2018. Under this initiative by the government of India, minimum income support of Rs.6000 is provided per year in three instalments of Rs.2000 to all the farmer families of the country, and the income is deposited directly into their bank accounts.

Piyush Goyal announced the initiative of the PM Kisan Yojna on February 1, 2019, during the 2019 Interim Union Budget of India. It costs Rs.75000 crores per annum and aims to cover 125 million farmers regardless of their landholding size in India.

What are the Rules of PM Kisan Maandhan Yojana?

Farmers must deposit Rs 55 to Rs 200 in the pension fund each month, according to the PM Kisan Maandhan Yojana rules. When a farmer reaches the age of 60, he is entitled to a monthly pension of three thousand rupees. Every month, if the farmer is 18 years old, he must deposit 55 rupees; if the farmer is 40 years old, he must deposit 200 rupees.

Objectives of PM Kisan

PM Kisan is a central sector scheme that the Government of India fully funds. The primary objectives of this scheme include:

  • The Government has launched the PM Kisan benefit to provide income support to all the small and marginal farmers.
  • The PM-KISAN scheme aims to supplement SMFs’ financial needs in procuring various inputs to ensure proper crop health and yields commensurate with expected farm income at the end of each crop cycle.
  • The scheme will also protect them from falling into the debts of moneylenders for meeting their expenses and will ensure their continued farming operations.

Definition of Farmer’s Family

A landholder farmer’s family is defined as “a family consisting of a husband, wife, and minor children who own cultivable land according to the land records of the relevant State/UT.” The Union, State and UTs will use the existing land-ownership system to identify beneficiaries and calculate the benefit.

Eligibility Criteria for PM Kisan Yojna

All the farmer families can avail the benefits of the PM Kisan Scheme irrespective of their landholding. The conditions that must be satisfied are:

  • The land owner must have a record in the government database.
  • The beneficiary of the scheme must have a Caste Certificate (Scheduled Tribes / Scheduled Tribes).
  • The Farmer must be a citizen of India.
  • It is required to have an Aadhar card, bank account, mobile number, etc.
  • Landowners must have land record details.
  • Eligible beneficiaries and incompetent claimants can be identified through Jan Dhan Bank Account Number, Aadhar Card, and Mobile.
  • The land ownership must be in the Farmer’s name to qualify for this scheme.
  • The location of land does not indicate whether or not it is used for agriculture.
  • This scheme can enlist farmers in rural and urban regions, and micro landholders are also eligible for this scheme.

Although, the guidelines exclude certain categories of individuals from the beneficiary of the PM Kisan Yojna list.

Exclusion Categories

The categories of beneficiaries with higher economic status shall not be eligible for this scheme:

(A) All Institutional Landholders.

(B) Farmer families with one or more members from the following categories:

  • Former and present constitutional post holders.
  • Former and present Ministers/ State Ministers 
  • Members of LokSabha/ RajyaSabha/ State Legislative Assemblies/ State Legislative Councils, whether former or current.
  • Former and present Mayors of Municipal Corporations or former and present Chairpersons of District Panchayats.
  • Whether serving or retired employees of Central/State Government Ministries/Offices/Departments and their field units Central or State PSEs and Attached offices or Autonomous Institutions under Government.
  • Regular employees of the Local Bodies (Excluding Multi Tasking Staff /Class IV/Group D employees).
  • All superannuated/retired pensioners of the above category whose monthly pension are ₹10,000/- or more (Except Multi Tasking Staff / Class IV/Group D employees).
  • Taxpayers who paid income tax in the last assessment year.
  • Professional service providers such as doctors, engineers, lawyers, and architects registered with professional bodies are not eligible.
  • Tenant farmers are not eligible, i.e., leased landholders.
  • The land which is not used for agricultural purposes does not qualify.

Benefits of the PM Kisan Scheme

The Government will transfer the funds directly to the beneficiary’s bank account, which is the biggest advantage of this scheme. 

In the presence of PM Narendra Modi, Rs.18000 crores were transferred to bank accounts of 9 crore farmers on December 25, 2020.

The PM Kisan is a significant progressive step towards the modernization of agriculture, and it eases the liquidity constraints of farmers.

How to Register for PM Kisan Yojna?

It is very simple for the farmers to register themselves as PM Kisan beneficiary. There are two ways to do the registration, and the procedure for each is mentioned below:

1. Online Registration

Step 1: Go to the official website of the PM Kisan (pmkisan.gov.in) to register for the Yojna.

Step 2: On the home page, look for the ‘Farmers Corner’ and visit that page.

Step 3: Click on the ‘New Farmer Registration’ to get redirected to the registration form.

Step 4: You need to:

  • Enter your Aadhaar details.
  • Fill out the captcha code.
  • Select the state where you live.

Step 5: Click on the ‘Search’ button.

Step 6: You must provide all the information regarding your lands, like survey number, account number, and land size, on the next page.

Step 7: Click the ‘Save’ option to finish the process

2. Registration Through Mobile

There are three ways to register for the scheme through mobile. 

1. The alternate option for registration is via SMS. You can send an SMS on the 51969 or 7738299899. You need to type Kisan GOV REG <NAME>, <STATE>, <DISTRICT>, <BLOCK>.

2. You can call the PM Kisan call centre on their toll-free number 1800-180-1551. An agent will help you with the process after placing the call.

3. The app ‘PM Kisan Samman Nidhi app’ is also available on the play store. You can register yourself through that app.

3. Documents Required to Avail PM Kisan Yojna

The documents that are required to benefit to avail the benefit of the PM Kisan Yojna are:

How Much has the Center spent on PM Kisan so far?

As per the CNBC TV18, the Center has spent Rs.43000 crore for the PM Kisan Status (पीएम किसान स्टेटस) Yojna in the financial year 2022 to provide financial help to the farmer families. Sources further said that with the release of the third instalment for the December to March quarter, the Government would use the Rs 65,000 crore budget allocated for this fiscal. More and more farmers are registering for this scheme in the year 2022, so there might be a requirement of an additional Rs 500 crore to Rs 1,000 crore.

PM Kisan 11th Installment Status Check 2022 Online

Under the Government-led PM Kisan scheme, Prime Minister Modi released the 11th instalment on May 31, 2022. The farmers can view the PM Kisan Beneficiary Status List on the Official Website(pmkisan.gov.in). The 11th instalment of the PM Kisan Samman Nidhi, worth over Rs 20,000 crores, would be distributed to over 10 million farmers.

How to Check the PM Kisan Beneficiary Status?

The Government of India disburses the minimum income support of Rs.6000 per annum in three equal instalments. If enlisted farmers fail to receive the scheduled amount, they can check their PM Kisan Samman Nidhi status online.

According to an official notice, “under the Azadi ka Amrit Mahotsav year-long celebrations, a mega joint event of various Central Ministries was held on May 31, 2022, with Prime Minister Shri Narendra Modi as a chief guest.” 

“Garib Kalyan Sammelan,” a national-level event in Shimla (Himachal Pradesh), included video conferencing between Shri Modi and beneficiaries of 16 different programs run by nine central departments.

PM Kisan Portal for Implementation of the Scheme (Beneficiary Details Uploading by State)

Beneficiaries of the scheme will be identified by each state and union territory. The respective states/UTs maintain an electronic or manual register containing farmer information. PM-Kisan Portal has been launched at URL (http://pmkisan.nic.in) for uploading farmers’ details at a single web portal in a uniform structure to make an integrated platform available in the country to aid in benefit transfer.

The objective for creating PM Kisan Portal includes:

  1. To provide a verified and unbiased source of information about farmers on the portal.
  2. To provide timely assistance to farmers in farm operations.
  3. It is a unified e-platform for transferring financial benefits into a farmer’s bank account via PFMS integration. 
  4. Farmer’s list of beneficiaries is available location-wise.
  5. It enables easy monitoring of fund transaction details across the country.

Records Preparation Process Through PM-KISAN Portal

  1. In self-registration by District and Block/Tehsil/Taluka authorities, the creation of login credentials or approval of login credentials requires identification of State Administration and District Administration.
  2. The list of farmers will be available on the portal on the login of the Block/Tehsil/Taluka level officer.
  3. Search facility will also be available to get details of farmers by name, Aadhar number or mobile number in case PM-Kisan portal data is used. If the details are not found in the list, the facility of adding the details of new farmers will be available.
  4. In PM-KISAN Portal data, a search function will be available to obtain information on Farmers by Name, Aadhaar Number, or Mobile Number. The facility to add new Farmers’ details shall be available if details are not found in the list. 
  5. The verified list will be e-signed by the district level or block/tehsil/taluka level officers, as the case may be. The officials should also consider the exclusion categories specified in the scheme guidelines before e-signing the verified farmer list.
  6. The State Nodal Officers will submit an e-signed list of farmers by the district to the DAC&FW’s Program Division via the PM-Kisan Portal.

PM Kisan eKYC, and PM Kisan Samman Nidhi yojana

The farmers registered under PM Kisan Samman Nidhi Yojna 2022 and have received their instalment on the scheduled time must do the verification for eKYC. The PM Kisan Samman Nidhi eKYC can be done by visiting the nearby Common Service Sector (CSC) Center. PM Kisan Yojana: Here’s How to Complete the e-KYC Process

Step 1: Go to the official website (pmkisan.nic.in)

Step 2: Under Farmers Corner, click on ‘eKYC.’

Step 3: Enter your Aadhaar number under the ‘OTP Based eKYC’ section, and click on Search.

Step 4: Enter the mobile number linked to your Aadhar card and click on ‘Get OTP.’

Step 5: Enter the One Time Password (OTP) in the required box upon receiving it on your registered mobile number.

Step 6: After verifying the necessary details, your eKYC will be completed.

Steps to Do PM Kisan eKYC through CSC Center

Step 1: Firstly, visit your nearest CSC Center.

Step 2: Ask the employees there to update your PM Kisan eKYC Online.

Step 3: Provide the executive at the center with a valid Aadhaar card.

Step 4: The executive will submit your Aadhaar card to the official PM Kisan website.

Step 5: The system will verify your details.

Step 6: Once the details are verified, your CSC PM Kisan eKYC will be updated.

Why is it Mandatory to Complete the eKYC?

The scheme authorities observed that the eligible farmers are not receiving their installments in the prescribed time. Some farmers are having difficulty receiving the funds that the authorities have released to the beneficiary bank account. Thus, the board has mandated the PM Kisan eKYC Online to make the process more transparent and has told all the applicants to complete the process before the second installment is due.

As per PM Kisan’s official portal, the beneficiaries need to mandatorily provide their bank account details and Aadhaar number so that the authorities can transfer the financial benefit under the scheme directly to the beneficiary’s bank accounts. If the details are not provided, the yojna can not give the benefit.

Steps by State/UT and Union Governments for timely payment into the beneficiary account:

State/UT Government

  1. State/UT governments must identify beneficiaries and upload beneficiary information to the scheme’s web portal.
  2. State/UT governments must ensure accurate beneficiary information. Furthermore, the authorities should ensure that the beneficiary’s incorrect/incomplete bank details are resolved as soon as possible.
  3. To facilitate payment, the State/UT must sign a Fund Transfer Order (FTO) for the total amount in a batch of beneficiaries on the scheme’s web portal.
  4. State/UT governments must also identify one bank in each state/UT and name it the scheme’s sponsor bank.
  5. The designated sponsor bank must have a well-developed IT system, including the scheme’s web portal and integration with the Public Financial Management System (PFMS).
  6. The sponsor bank’s information must be provided to the department, including the IFSC code and bank account number to which the funds are to be transferred.
  7. The State/UT Governments must authorize the sponsor bank to remit the funds received under the scheme directly to the destination banks with beneficiary accounts.
  8. The sponsor bank must deliver the money to the destination bank immediately after receiving it.

Union Government

  1. The Department’s Program Division is responsible for issuing sanction orders based on FTOs from the states/UTs.
  2. The cash benefit must be credited from time to time in the beneficiary account after the issuance of the sanction order.
  3. The system will notify beneficiaries of the amount credited to their accounts via Short Message Service (SMS).
  4. The Department will receive the credit confirmation one day before the beneficiary’s account is credited.
  5. The banking system will report the failed/unsuccessful transaction to the department on the next day of the successful transaction and the amount involved.
  6. The failed transaction details will be made available to states and territories to further verify beneficiary information and reprocess.

The portal will display the beneficiary lists in the Panchayats to ensure greater transparency and information. In addition, the State/UT will notify the beneficiary of the benefits sanction via system-generated SMS. 

In cases of complaints/grievances arising after the publication of the beneficiary list, the authorities should address them promptly and take corrective action. State/UT governments should ensure that approximately 5% of the beneficiaries are screened for eligibility throughout the year.

Validity of the List of Beneficiaries

The state and union territory-specified beneficiary list will be valid for one year. States and UTs, on the other hand, can upload the names of later identified eligible beneficiaries. After uploading the list to the portal, states/UTs should establish a mechanism to update the eligible beneficiary details for such land to ensure that the beneficiary’s name is modified in the event of a mutation/change in land records.

Kisan Credit Card Application Process

The government of India launched the PM Kisan Credit Card scheme in 1998 to reduce the high-interest loans from the informal sector that inevitably pushed farmers into a debt trap. These loans are specially designed for farmers with low interest and flexible repayment tenures. Farmers can fund their farming equipment without any difficulty. All the farmers under the PM Kisan scheme are eligible to get a PM Kisan Credit card.

Review, Monitoring and Grievance Redressal Mechanism

The review/monitoring mechanism is separate at the National, State and District levels for PM Kisan Nidhi problems. Cabinet Secretary is the head of the Review Committee at the national level, while the states notify the State and District Level Review / Monitoring Committee. 

States must also notify State and District Level Grievance Redressal Monitoring Committees to investigate all grievances related to the scheme’s implementation. Any grievances or complaints should be resolved on merit as soon as possible, preferably within two weeks.

Project Monitoring Unit (PMU)

At the central level, the Department of Agriculture and Farmers Welfare (DAC&FW) will establish a Project Monitoring Unit (PMU) as a Society registered under the Societies Registration Act, 1860. The Chief Executive Officer (CEO) shall be the head of the established PMU and must be responsible for monitoring the PM Kisan Agriculture Department and overall scheme. PMU will also conduct a public relations campaign (Information, Education, and Communication-IEC).

Each State/UT Government will appoint a Nodal Department to oversee the scheme’s implementation and collaborate with the Central Government concerning the enactment of the Income Support Scheme.

State and Union Territories may also consider setting up dedicated Project Monitoring Units at State/UT Level. If the PMU is established at State/UT level, the central Government can transmit 0.125% of the number of instalments transferred to beneficiaries to cover the expenditure on their PMUs. Other expenses comprise administrative expenses, including the cost to be incurred for procurement of stationery, field verification, filling of prescribed formats, their certification, and its uploading, an incentive for field functionaries’ publicity, and more.

The account details to which the Central Government credits administrative charges will be given to the Center by the states/UTs. The volume of work and the number of beneficiaries will determine the administrative costs payable to the States/UTs.
